Referral and Local Points of Entry
Referrals to the Infant & Toddler Connection of Virginia are made through and received by local central points of entry. Each county and city in Virginia has a central point of entry. There are two (2) ways to reach the central point of entry for a child and family’s particular city or county. You can:
- Make an online referral. Note that you will need to provide sufficient information in order for the online referral to be routed to the correct central point of entry.
- Contact the local central point of entry directly (see below).

DBHDS has partnered with Virginia 2-1-1, a service of the Virginia Department of Social Services (DSS), to operate Virginia’s Part C of IDEA central directory. If you have questions and would prefer to call and speak with a local early intervention provider prior to making a referral, select your county or city from the list below to identify and contact your central point of entry.
