Vision
All infants and toddlers with developmental delays or disabilities and their families receive timely and necessary supports and services in order to reach their maximum potential.
Mission
To advise and assist the state early intervention system in performing its responsibilities and fiscal management while promoting interagency cooperation and coordination in order to facilitate timely and effective supports and services.
General Information
The Virginia Interagency Coordinating Council (VICC) is a state council that fulfills a requirement of the Code of Virginia, Section 2.2-2664 and the Individuals with Disabilities Education Improvement Act (IDEA) 2004. The duties of the VICC include advising and assisting the lead agency in the following:
- Performing its responsibilities for the early intervention system;
- Identifying sources of fiscal and other support for early intervention services, recommending financial responsibility arrangements among agencies, and promoting interagency agreements;
- Developing strategies to encourage full participation, coordination, and cooperation of all appropriate agencies;
- Collaborating with the State Educational Agency regarding the transition of toddlers with disabilities to preschool and other appropriate services;
- Resolving interagency disputes;
- Gathering information about problems that impede timely and effective service delivery and taking steps to ensure that any identified policy problems are resolved;
- Preparing federal grant applications; and
- Certifying an annual report to the Governor and the U.S. Secretary of Education on the status of early intervention services within the Commonwealth, in accordance with an Office of Management and Budget directive.
